GOVERNMENT'S FATE DEPENDS ON RESULTS OF SECOND BALLOTS RADICAL PARTIES HOPEFUL

PARIS, Tuesday. The Radical and Socialist Parties are jubilant at the election results and predict that the second hallot wjll raise their strength to 120 seats, making M. Herriot leader of the strongest party. M. Tardieu believes that the second ballot will give the Government a majority of 10 to 15 seats. Everything, however, depends on how the different parties comhine for the second hallot. Reliable indications are , not available until Thursday, when the nomipations close. Even Sunday's result does not necessarily show the„ char'acter of the new Government, for the electoral understanding between the Radicals and Socialists does not mean that if they can win a majority they would he prepared to work together. As in 1924, it may he that there will be no one in a position to speak for Franee until after the Chamber of Deputies re-assembles in June.
