April 21, 7.5 p.m. NEW YORK, Wednesday The New York Times Washington correspondent states that semi-official comments to-day on the British Budget took the line that the proposals Mr. Neville Chamberlain outlined in his Budget speech should not be aecepted as direct evidence that paynient to the United States next fiscal year would be withheld. I It is stated that any discussion would be premature until after the Lausanne Conference, especially since additions to the Budget werd contemplated, but in any case the proposed handling of Great Britain's financial [ihligations was not to be gathered irom the draft submitted yesterday. j In a responsible quarter the opinJon was given to-day that Great Britain was in no position to pay the |t34,5 00,000 due to the United States liuring the fiscal year of 1933, but Jhat France and Italy are in a much Jitronger financial position to meet Jheir obligations without serious itftiin on their resources.
