NEW YORK, Tuesdayi Although the excise taxes ar'e not altogethel* favourable to industrial and financial interests, the passage of the Tax Bill resulted in a rally on the New York markets, particulatly in foreign exchange, when the dolJ lar regained practically all the ground it had lost in the recent foreign selling. The Stock Exchange was also fractionally higher, with trading dull.
