SINO-JAPANESE NEGOTIATIONS AT SHANGHAI MAKE PROGRESS TWO COUNTRIES CLOSER

Rec. Mar. 20, 5.5 p.m. SHANGHAI, aturday. What is regarded as a final meeting to secure a Sino-Japanese agreement was held this morning at the British Consulate. Yesterday, the Japanese Minister received his instructions .from Tokio signifying the Government's willingness to conform to three points, namely; Chinese troops to remain in their prcsent posijbion, pending a later settlement of the political aspeet; Japanese troops to withdraw to the International Settlement and froin the ex-ira-settlemetit roads in the Hongkew districts ; a joint Sino-Japanese commission with neutral members to supervise the withdrawal and administratiori of the evacuated areas. Later the f oreign ministers announced that matters are proceeding smoothly. The two countries have been brought closer, and it is anticipated that a complete settlement will be reached this evening. A proclamatioii announcing th6 eonvocation of the first Parliament of the new Manchurian State early in July will mean the introducticn into this country of the first modern legislative system.
