Later the f oreign ministers announced that matters are proceeding smoothly. The two countries have been brought closer, and it is anticipated that a complete settlement will be reached this evening. A proclamatioii announcing th6 eonvocation of the first Parliament of the new Manchurian State early in July will mean the introducticn into this country of the first modern legislative system.
