Rec. Feb. 28, 5 p.m. LONDON, Saturday. The "Times" correspondent. at Riga says that M. Kai-akhan has summoned Mr. Hiroti, the Japanese Ambassador, in connection with Japanese activities in Manchuria. He alleges that Japanese militarists at Harbin asked the Chinese Eastern railway authorities to transport 17 train loads of Japanese soldiers from Harbin toward the Soviet frontier, near Granichnaya, ostensibly to protect the Japanese residents' lives. M. Karakhan asserted that this was a political and not a commercial request and affected the existing Japan-ese-Soviet and Sino-Soviet agreements and requested the Japanese Government's explanation. M. karakhan also sought an explanation of the aetivities of the White Guafds in Manchuria, whom the Japanese are patronjsing which is inconsistent with Japan's former promise.
