JAPANESE ATTITUDE
NEW YORK, Wednesday. The "New York Times" Washington correspondent states that the . State Department received repdrtS of Japan's reply to the League of Nations. Japan contended that she would not undertake to occupy Chinese soil indefinitely. This, however, is construed as a direet intimation that Japan might attempt to hold the Chapei district permanently as a settlement area for nationals, and is causing some concern. It is also expected that the State Department will shortly instruct Mr. Forbes again to protest against the landing of Japanese troops in the International Settlement.
