Rec. Feb. 10, 7.10 p.iri. LONDON, Tuesday. Mr. Baldwin stated the proposals regarding free ports fo.r re-exports would be found in the Bill, which would be available on Friday. In the meantime he believed that retaliation under the tariff scheme would enable us in the long run to induCe other countries to meet us in the-modifica-tion of their tariff or by reciprocity. The reso.lution imposing 10. per cent. on all exports was passed by 452 to 76, amid loud Ministerial cheers. The resolution authorising the additional Gut in the duties was carried by 430 votes to 73-. . Among the Liberals voting against the Government were Sir Herbert Samuels, Sir Donald MacLean, Sir Archibald Sinclair, and the Hon. Isaacs Foot, Graham-White," Wklter Rea, and MacKenzie Wbod, all. of whom are Ministers; Major Lloyd George, Miss Megan Lloyd George, and Major C. Owens. _■
