MELBOURNE, Tuesday. When the Loan Couneil met to-day, Mr J. T. Lang, Premier of New South Wales, announced that a cablegram had heen sent to the Agent General, Mr A. C. Willis, informing him of the State's default, and requesting him to negotiate with the bondholders for a moratorium.
