WASHINGTON, Tuesday. The President, Mr. H. Hoover, has elected the retiring Ambassador in London, General C. G. Dawes, as head of the new £400,000,000 reconstruction corporation. The Secretary of State, Mr. H. L. Stimson, will replace him as head of the United States delegation to the Geneva Disarmament Conference.
