Rec. Jan. 13," 7^0 .p.mL 'i; d ! : PARIS, Tudsday. When members of the Cabinet placed their resignations in the hands of the Prime Minister, M. Laval, for the purpose of enabling him to reallot the portfolios, they little thought that their action would, in a few hours, lead to the end of the Ministry. M. Laval was authorised by Cabinet to re-construct the Government on National lines, so that it might face the Lausanne Conference united. He consulted his opponents, the chief of whom is M. Herriott (a former Prime Minister) who, with his following of 125 Radical and Socialist deputies, held the key to the position. M. Laval offered M. Herriott the portfolio of Foreign Affairs and a fair proportion of the other openings. M. Herriott consulted his Party, by whom the invitation was declihed on the ground that they were not convinced that the foreign "situation justified such a broadening of the basis of the Cabinet. Nevertheless, M. Herriott emphasises that he placed National above Party interests. In the face of this reverse, M. Laval visited the President and tendered his resignation and those of his Ministry.
