The "Observer," said: "Dr. Bruening's" declaration has received very careful consideration from Cabinet, whose altefnatives are either the acceptance of the amended.moratprium, , or the continuance of the Lausanne j Conference in the late Spring, with ! a view to a definite and final settle- i ment. The political element at Whitehall inclines to the former ; expedient, ; while financial and banking interests favour the latter. Foreign opinion, helieving that the Lausanne Conference is now necessary, considers that the international conference might p'rofitably discuss Germany's new attitude and the American deht repayments.
