The "New York Tribune's" Washgton correspondent states that the merican Government has come to e decision to accept no part in the rthconiing European conf erence on iparations. The refusal of the United States ill turn the conf erence into a joint scussion of debts and reparations, td definitely lays at rest, the rumirs arising from the Basle report. Mr. Leary, a high authority in the ate Department, will, if the occasn arises, annotmce that the question reparations is purely a European oblem. Only after Europe has set;d it will the United States underketo consider the effect of diminling reparation payments on the bt question.
