NO QUESTION OF DEFAULT THOUGH JFLAN NOT RATIFIED U.S. TREASURY ATTITUDE
RUGBY, Monday.. Although the ratification of the Hoover moratorium scheme hy the United States Congress will not he completed by to-morrow, which is the date on which the half-yearly war deht payments have hitherto been made, Mr. Ogden Mills, Under-Seeret-ary to the American Treasury^ announced that a majority for ratification at a later date is assured. Meanwhile, adds Mr. Mills, the nonpayment of instalments, "pending action by Congress, will not he subject to eritieism." It is possible that the House of Representatives will complete discusr sions of the Ratifications Bill and take action hy Saturday. The British Government "has not requested any plam assurance on the point, but in the speciai circumstances _ there is no question of Great Britain being considered in default.
