OUTWARD FLOW OF MIGRANTS FOR FIRST TIME ON RECORD MANY THOUSANDS DEPART

NEW YORK, Friday. For the first time since records have been hept the stream of migration has started to flow from the United States rather than towards it. For the first nine months of this year the number leaving exceeded those entering by more ■than 22,000, according to the current bulletin of the National Industrial Conference Board.
