SYDNEY, Thursday. The Government was again twice defeated in the Upper House. Mr. Concannon, the leader of the Government forces repeated the previous threats that the Government would find means to put its measures into effect despite the Opposition. The "Daily Telegraph" interprets this as meaning that new Council appointments will be sought. The Government, by proelamation posponed the Municipal elections for the County of CumBerland from next Saturday till January 2. The local Government Association has obtained the opinion of a leading counsel, who advised that the proclamation was valid and could not be upset. A Bill providing for the postponement of these elections was rejected by the Upper House earlier in the week.
