LEAGUE'S EFFORTS TO REACH SETTLEMENT CONTINUE' WITHDRAW AL SHOULD HELP

-By Telegraph — Copyright.)

Rec. Nov. 30, 8 p.m. PARIS, Sunday. The search by the League of Nations Council for a formula satisfactory to both the Japanese and the Chinese delegates and which will terminate hostile acts and elear up the Manchurian situation is continuing, but was yesterday somewhat retarded by the Chinese expectations of a Japanese move towards Chin Chow. News reaching the League from the attaches of the Powers in that area did not confirm the statement that Chinese troops were massing in the ne'ghbourhood. The Tokio Press message regarding a Japanese withdrawal, if confirmed, should materially ease the local situation and facilitate an agreement.
