PRIME MINISTER SPEAKS AT LOWER HUTT A MIXED RECEPTION

-By Telegraph — Copyright).

WELLINGTON, Friday Although a noisy element was in evidence when the Prime Minister delivered a policy sfpeech at Lower Hutt to-niglit, nearly all the 2,000 people present listened attentively and the applause was frequent, although mingled with hostile hoos, and counting out. At the conclusion a vote of thanks was carried but counter eheers were given for the Labour leader. Mr Foi*bes critieised Labour's policy to borrow £25,000,000 as impracticable. Had the Lab-

our Party 's policy been followed as Mr. Holland made it a condition it should be if he joined the National Government, New Zealand would have been faced with bankruptcy. There had to be a 10 per cent cut

in wages and salaries or a 10 per cent cut in staff. He (Mr. Forbes) would not consent to the latter alternative. Mr. Holland was very careful not to say where he was going to get the £25,000,000, for he knew quite well it would be impossible to get it. Mr. Holland's promises to restore the cut, restore the economies made and to pay standard rates to relief workers could not he fulfilled without- seriously affecting the soldiers pensions. If the Government did what Labour wanted, the country's credlt would fall Iamentably in the eyes of the world.
