' GENERAL SMUTS DISCUSSES GRAVTTY OF WORLD SITUATION. HOPE FOR THE EMPIRE. LONDON, Sunday. A gloomy view of the world 's situation is taken by General Smuts in a statemeht. He said that much of Central Eultipe is in a critical state and a financial cr'sis is threatened in the near future, accompanied by undesirable political changes, if not a social upheaval on a large scale. "Action is imperative," he said, "and a .world conference must.be con-r vened without delay to overhaul reparations and feach an international debt settlement. An international debt settlement coupled with disarmament would be the longest step yet toward world recovery." General Smuts believes that the Statute of Westminster, a moderate tariff and a successful Ottawa Conference, w'ith Imperial preference stimulating. Empire trade development, would assist in the solution of a whole host of British problems. India, he holds, is the most dangerous of Great Britain's difficultfes. He believes in the sincerity of Mr. Gandhi, but says that Great Britain must go pretty far to satisfy India, and the sooner the better. He expressed the opinion that th,e election result was the people's expression of a sense of national danger. I
