WAITI NG OPPORTUNITY REMARKABLE DOCUMENT CAPTURED BY POLICE I.R.A. QFFICER'S INSTRUCTIONS

Rec. Nov. 18, 7.50 p.m. 1 LONDON, Tuesday. A remarkable document signed by the Adjutant-General of the Irish Republjcan Army, which the police captured was read by Mr. J. FitzgeraldKenny, Minister of Justice, at a meeting at Carnacon. ! The document says "The I.R.A. believes that it would be serving the j Government's aim if a state of war arose, but we must not fall into the trap. Any violenee would only siiit our enemies. It may be expedient to ■ curtail public training, but recruiting, ■ for which the present state of public excitement is favourable, must not be relaxed. On the contrary, the fullest advantage must be taken of it." The document calls on the I.R.A. and similar bodies "in God's name to await an opportunity of seeking our rights." Mr. Kefiny said that the Public Safety Act had shaken this subversive institution to its very foundations. Many members of the I.R.A. and the Saor Eire had visited the police and announced that they were leaving their organisations. The first fruits of the new Act would be greater than the most sanguine had anticipated.
