CALCUTTA, Mon. The National Congress Party in the United Provinces has threatened to break the peace pledge between the Viceroys, Lord Irwin, and Mahatma Gandhi by requesting peasants throughout the Provinces to withhold payment of revenue rent due to the Government. The action of the Congress is tantamount to a renewal of the civil disobedience campaign, though there is no evidence yet that the peasants are responding to the Congress' advice.
