Rec. Nov. 16, 1 a.m. SHANGHAI, Saturday. The United States Consul and other foreign consuls at Harbin declare that the Chinese are not receiving Soviet assistance, though the Japanese insist that Soviet munitions are being eonveyed to Manchuria hidden in trains disguised as kerosene.
