WASHINGTON, Wednesday. A message from Sulphur Springs, West Virginia, states that the Investment Bankers Associatiori of America estimating that the Treasury deficit would reach £400,000,000 by June 30 next, urged increased taxes. It was asserted that the situation was too serious to justify continued borrowing.
