The first concrete suggestion at the Round Table Conference is embodied in a draft report by the Federal Structure Committee, which declares that the solution of India's constitutional future depends upon a federation of the Provinces and States including the Indian Native States as well as British India and recommends two legislative chambers of 200 and 300 members respectively. The representatives of the British Indian Provinces in the Upper House should be elected by the Provincial legislatures and in the Lower House should be elected direetly from constituencies. The interest of commerce and labour should be especially represented.
