OFFER OF UPPER HOUSE SSATS TO REJECTED CANDIDATES DENIED PREMIER'S ; STATEMENT

WELLINGTON, Thursday. A definite assurance that appointments to the Upper House had not been, and would not be, held out as an inducement to candidates to withdraw from election contests in the interests of Coalition adjustments was given to the House of Representatives to-day by the Prime Minister, the Rt. Hon. G. W. Forbes. The leader of the Opposition, Mr. II. E. Holland, said it nad been freely stated that candidates were being induced to stand down on the strength of a promise of appointment to the Leg?s!ative Council. "It is disquieting to hear the rumours that are current concerning arrangements being made in that direction," said Mr. Holland, "and if the Premier will make the statement I have asked for, we will accept it unreservedly. The Prime Minister said that rumour was very busy at present, as was always the case just before an election. "I wish to say definitely that no inducement of any description has been offered to any candidate to withdraw, and no promise has been made of any appointment to the Legislative Council. Where candidates withdraw, they do so urireservedly and in accordance with their sense of duty to the country. There is no promise of any description in rcgard to the Upper House, nor will there be," Mr. Forbes said.
