INVOKED BY LEAGUE effqrts for settlement of sino-japanese dispute POWERS' CONCERTED ACTION
RUGBY, Monday. One outcome of the week-end discussions at Geneva on the Manchurian problem was a decision by the members of the League Council, supported by the American observer, that each Government represented should, as a j signatory of the Paris Pact send an identical telegram to the Governments at Tokyo ,and Napking reminding them of their obligations assumed under Article II. of the Pact by which the "High contracting parties agree that a settlement of all disputes or conflicts, of whatever nature or of whatever origin they may be, which may arise among them, shall never be solved except by pacific means." They will further remind the two eountries that the public opinion of the world expects them to refrain from endangering in any way the efforts being made to procure a settlement. It is understood that in addition to this step, separate communications are being made through the diplomatic channels by several Governments.
