TAKES SEAT AS LEADER OF LEGISLATIVE CHAMBER MR. R. MASTERS' POSITION

WELLINGTON, Thursday. In the Legislative Council to-day the new leader, the Hon. Sir James Parr, was sworn in and took his seat. The Hon. Sir Francis Bell, as the predecessor of Sir James Parr, offered his own congratulations and those of his colleagues. It was a pleasure, said Sir Francis Bell, to welcome a man with such a distinguished career. The Hon. R. Masters also welcomed the new leader. He was sure Sir James Parr would discharge his new duties with credit and the dignity expected in the Council. So far as his own position was concerned, Mr. Masters said that the appointment of Sir James Parr had been made at his request. He thanlced the members of the Council for the assistance they had given him. Replying, Sir James Parr, said he hoped to have the assistance of the members of the Council in carrying out his duties. He was one of those who believed that the Second Chamber was an important part of any Parliamentary system. He was sure that before long New Zealand would again be in the front rank economically. Referring to the impending British election, Sir James Parr said he was sure the commonsense of the English people would result in the right thing being done in the interests of the Empire.
