ATTITUDE OF STATES AWAIT REPORT OF EXPERT COMMITTEE BEFORE DECIDING DISCUSSION AT CONFERENCE

RUGBY, Tuesday. The Federal Structure Committee of the India Round Table Conference spent to-day considering the report of the finance sub-eommittee which, among other recommendations, suggested that an expert committee should work out in detail a financial scheme for the Federation, taking the sub-committee's report as a basis. Several speakers, including Sir Akbar Hybari, expressed the view that this task would occupy experts for twelve months. Replying to a question from the chairman, Lord Sanlcey, Sir Akbar Hydari agreed to the desirability of fixing the time by which the Native States should reach a definite decision regarding their entry into the Federation. The States' delegation, he said, took the view that until they had seen the report of the expert committee, they would be unable to decide whether or not to enter the Federation. While the experts were at work, an investigation on other points would be completed and the States, with all the salient features of the scheme before them, would be in a position to malce a decision. It is understood that the Nawab of Bhopal, who speaks for the Chamber of Princes, will make further reference to the attitude of the States as indicated by Sir Akbar Hydari.
