Sir, — For the enlightenment of those who may be similarly circum-' stanced, I address to you protest against the increased borough capital value rating by £10 over the immediately preceding year on my little property, for the privilege of possessing a 6ft by 6ft f owlhouse. I am not yet on the dole, having been forunate enough to get an oceasional day's labour, on the proceeds of which my wife and self have existed. About a year ago I decideerto "ke'ep , a few fowls with the idea of adding to. my slender means, and having purchased a bit of timber, knocked together the small fowlhouse on whieh I am now assessed at £10 additional over the preceding year, that is to say, at a capital valuation of £250, as against £240 for the year 1930-1931. I protested in writing after conversing with the Town Clerk on the matter, on the 18th September, but up to the time of writing have n either acknowledgment nor reply. I have therefore decided to extend my protest to the Government Valuer, from whom I hope to obtain ordinary justice. In this connection I may mention that in the Rotorua Chronicle of the 25thSeptember, appears, under the heading of "Local and General," the following: Councillor A. Smith instanced a case where a suburban resident was required to submit plans for a duck house which might cost him £5. He thought the by-laws were being worshipped. The Mayor (Mr. T. . Jackson) pointed out that no permit to build was required for a building costing under £5, and in any case, a few lines on a piece of paper were all that would be required for such a building. In the face of this 5s was demanded from me for sanction to erect the fowlhouse in question. It is not time, even assuming that the borough's exchequer needg replenishing, that a combined and vigorous protest be made with the object of stopping tho pin-pricking procedure?— I am,
