The same committee recommended that the Judicial Proceedings Regulation of Reports Bill, which aims at j excluding from newspaper reports of ■ divorce, separation or affiliatipn cases j any matter calculated to injure pubI lic morals, should not be allowed to proceed and that the matter should be referred to the Government. The Council endorsed the Railways Board's recommendation by 23 votes | to two votes.
