PARIS, Sunday. An official statement assures the public that the Budget will be "rigorously balanced." The statement does not deny that the task will be exceedingly difficult. M. Caillaux, referring to the financial difficulties, said the resumption of payment of war debts and reparations in their present form would be out of the question at the end of the Hoover holiday. He asked what substitute the Treasury would find for German payments under the Young Plan.
