GENEVA, Wednesday. An exceedingly tame assembly of the League of Nations was ended by the admission that the Council had not succeeded in settling the SinoJapanese conflict "though a solution is on the way." The Assembly adopted the Disarmament Committee's report inviting countries represented at the Disarmament Conference to indicate by November 1 whether they are agreeable to one year's armament truce in order to create a favourable atmosphere for the 1932 conference.
