FRENCH MINISTER'S VISIT TO BERLIN PROMISES SUCCESS ECONOMIC AGREEMENT Rec. Sept. 28, 11 p.m.

BERLIN, Monday. The visiting French Minister s, M. Laval, Prime Minister and M. Briand, Foreign Minister, are protected by the strongest police guard since the late Tsar's last visit. Sentries and police dogs guarded the railway line from Cologne to Berlin. A few hours after his arrival, M. Laval has taken an important step towards a Franco-German economic agreement, arranging the appointment of a committee seeking to lessen competition between French and German maritime and aerial companies, an extension of the present industrial cartels, and the formation of holding companies to encourage the investment of French capital in German industry.
