INCIDENT AT GENEVA
GENEVA, Saturday. There was an unpleasant slight to the League's prestige when the Japanese representative announced that Japan wag settling the Manchurian dispute by direct negotiations, to which China refuses to assent. The delegate stated he had been notified from Tokyo that Jjfeanese troops, with the exception of a few guards, had been withdrawn from the occupied area.
