RUGBY, Monday. The first week of the Federal Structure Committee of the India Round Table Conference was largely occupied in hearing general expressions of views by new members, but in more detailed discussions in the last few days it completed the inqniry into the question of the method of election now proposed of the All India Federal Legislature. The Conference will, on Monday consider the relations between the two Chambers of that legislature. The desire expressed by Mr. j Gandhi that the Committee should proeeed as quickly as possible, is fully echoed by the British delegates, and in fact, by the Committee as a whole. It is hoped that at the end of next week additional questions as to the strength of the Federal "Legislature j and the distribution of financial re- : sources between the Federation and its units will have been disposed of..
