DIFFICULTIES
OBSTACLES IN CARRYING OUT PREMIER'S PLAN CANBERRA, Friday. Sir R. Gibson, chairman of the Commonwealth Bank Board, in a letter to Mr. J. H. Scullin, said that it was daily becoming more u.mcult to carry out all obligations in connection with the Premiers' plan without endangering the financial fabric of Australia. Mr. Scullin stated that unemployment was the greatest problem confronting the nation. The Government should give serious consideration to the steps that could be taken to relieve distress and avert disaster.
