RUGBY, Tuesday. The Prime Minister, Mr Ramsay MacDonald, returned to London by aeroplane. The Cabinet is meeting this afternoon and is malting a final study of a comprehensive seheme to be submitted to the parliamentary special session next week. So far only.item proposals have been disclosed and discussed. It is suggested there will be a reduction of 10 per cent. in the unemployment benefit, apart from allowances for children, but when the official announcement of the completed plan is made it is confidently antieipated that it will be found to provide for the equitable clistribution of sacrifices in accordance with the Government's declared policy. To-day 's meeting of the Cabinet lasted about three hours and a-half. The arrival and departure of ministers were watched by a large crowd. It is antieipated that the Cabinet meetings during the week will be devoed to studying these reports, and effecting the final co-ordination plan, the central feature of which is to be the fulfilment of the Government's pledge to balance the budget. The Cabinet will make public the essential features of its 'scheme for effecting drastic national economies at the earliest momentAn official announcement regarding,. the day of Parliament's re-assembly will he made soon,, and it is probable the general expectation that the House will meet to-morrow week will receive confirmation-
