Among -other suggestions wHch President Hoover submitted to the Farrn Board for considerat on was the pioposal by Senator Smith of South Carolina that the GcVernment should purchase 8,000,000 bales of cotton and withhold them from the market for one year on condition that the .arrners from whom it was purchased agreed to plant noootton next ytar.
