SOCIAL DEMOCRATIC CIRCULAR.

DENUNCIATION OF RULERS. SUBMARINE FRIGHTFULNESS CONDEMNED. Received August 31, 9.30 a.m. Washington, August 20. The Social Democrats of Germany secretly circulated thousands of copies of the Anti-Submarine and Anti-Government circular wherein they denounce the U boat war as international murder. The circular says that crazy German Imperialistic agitators stupidly provoked the world war, then added futile submarining in the spring of 1915. Our braggarts were cracking jokes and threatening to starve England by submarines This was utter foolishness. The blockade would require a hundred submarines for every dozen the Germans were able to build, and even then it would be doubtful. The campaign culminated in sending hundreds of women and children to a grisly death in the Lusitania, and is causing a worldwide cry of horror. The Government promises Gsrmans victory, but more likey we will repeat the experience of Verdun, where there were more than a hundred thousand Germans driven to death in order to take a couple of unimportant positions.
