GERMAN INHUMANITY. Reuter. Received August 12, 11,30 a.m. London, August 11. Official. —Germany has declined to negotiate farther regarding the Allies’ offer in respect to relief to the population in occupied territories. Britain has agreed to release for the Serbians, if necessary, two thousand tons of Roumanian grain controlled by the Allies, bnt has been informed by the Central Powers that as they possess enormous stocks of foodstuff's in Roumania they must provide for the Serbians in future. MANIFESTATIONS IN CONSTANTINOPLE. Constantinople, August 11. Advices state that there are great manifestations in favour of peace. THE WAR ANNIVERSARY. August 4th was celebrated in France and homage paid to British dead. Wreaths were placed on fifteen hundred graves. The French Government sent wreaths. PORTUGUESE PARTICIPATION. WILL FIGHT ON EUROPEAN FRONT. PROUD TO CO-OPERATE. Received August 12, 11.30 a. m. London, August 11. The Portuguese President, telegraphing to the Paris Journal, says, We have already sent soldiers to East Africa and now we are going to fight also on the European front, where we will be proud to cooperate with the Allies. PORTUGUESE SEIZURE OF VESSELS.
Lisbon, August 11. The Government will probably retain 16 German ships and band over to England 64 vessels. A GERMAN REPORT. _ London, Angnst 11. A German communique states that a squadron of Zeppelins successfully bombarded enemy monitors and other light vessels off the Flemish coast. North of the Somme the attack of native and British troops was resultless. There was extensive lighting south of Zalocze, The Russians temporarily gained ground in Bialoglowy and Bordyszeze. They stopped our counter-attack southwest of Monasterisk on the Dneister. At Bystryzcka junction we were compelled to retire before a superior force of the enemy. Our counterattacks brought the enemy’s storming attacks to a standstill. We are now regrouping troops to meet the Russians altered dispositions. South of Doiran the enemy made several weak attacks, which were repulsed.
