Speaking in French, the Monarchs exchanged hearty assurances of traditional friendship and mutual crust, the Czar remarking that this was a pledge of the good relations between the conn tries and for general peace.

The Russians blamed the Woodburn’s Finnish pilot for having failed to pass outside the squadron anchored in shore, thus infringing the regulations.
The Novoe Vremya states that the torpedoera acted in conformity with law and instructions.
Reuter states that the Czar sent the firemen twenty pounds. The Daily News says that nobody aboard the Woodbnrn spoke Russian and they were unable to understand the shouts summoning them to heave to

The Russian Admiralty declares that the British Board of Trade notice to marines was published in January, and in April a translation of the regulations applying to merchantmen approaching naval anchorages in the Finnish Skerries. The Woodbarn entered the guarded zone and disregarded three blank shots.
