Speaking at Middleton (Lancashire), Mr McKenna, First Lord of the[Admiralty, emphasised the need of special effort. Whereas Britain had only eight large ships laid down, Germany had ten. the present, at any rate, the hopes of limiting the naval programmes by arrangements had proved groundless. The speech shows that the Government calculates upon three German battleships in the 1909 programme as already began.

CONSTRUCTION DELAYED,

Mr McKenna informed Mr Middlemore that some delay was expected in the completion of the St. Vincent and Collingwood originally fixed for next December and February.
