INCOME TAX SUGGESTED. United Press Association.—By Electric Telegraph.—Copyright. Received June 18, 8.15 a.m. New York, June 17. Mr Taft, in a message to Congress, recommended a tax of 2 per cent on the earnings of Corporations and an amendment of the Constitution enabling the United States Government to levy an income tax without apportionment among the States. He adds: “Ic is undoubtedly a proper tax which Government ought ;to have, and it might be indispensable to the nation’s life in a great crisis. ” TRADE WITH THE PHILIPPINES The Tariff Bill provides for the free entry of all Philippine products into the United States except "rice. The exception favours Louisiania growers. The demands of labour unions have also reduced the limit of the free importation from the Philippines of tobacco.
