The wording of the Kaiser’s telegram recognising Bulgaria’s independence aroused comment owing to the inclusion of ' the phrase : “Inasmuch as I am informed that Bulgaria undertakes to secure Germany’s material interests in the Oriental railway question, I greet your King. ’ *
