The Finance Committee's substitute for the maximum and minimum provisions of the Payne Bill, reported in the Senate, provides for the application, from April Ist, 3910, against any country discriminating against United States products, of a maximum tariff consisting of an additional 35 per cent, ad valorem on all rates in the Senate Bill. The Committee also recommend that in oases of countries whereto the maximum rates axe applicable, 10 cents alb for tea and w 5 cents for coffee, the President may, ia the event of no discrimination, grant the minimum rates to the whole foreign country, or exclude dependencies or colonies. Thus, according to the newspapers, the maximum may become applicable to ■any foreign country or colony which adopts and enforces . tariff legislation.
