The Labour Congress endorsed Mr Fisher’s naval policy, and rejected an amendment by Mr Bowling that the naval subsidy to Britain be withdrawn, and that a complete system of military training be inaugurated.for defence purposes on purely volunteer lines and under democratic control The mover said he disliked Mr Fisher’s policy as much as any put forward by a capitalistic Government. .The was not properly representative of the workers.
