The Council of the Ottoman debt has protested against the Russo-Tur-kish protocol on the ground that the terms for the commutation of the Eastern Roumanian debt will inflict a debit representing an annual loss of £40,000. Paris, April 5. It is unofficially announced in Paris that Britain and France are replying favourably to Austria’s request for recognition of the annexation of Bosnia-Herzegovina. HUMILIATION OF RUSSIA. Received April 6, 8.0 a.m. St. Petersburg, April 5. ' M. Isvolsky urges a repeal of the provisions of the Benin Treaty, which restrict Montenegro’s Sovereign rights. The German semi-official efforts to smooth Russia’s humiliation by denials of the diplomatic pressure in connection with Bosnia have signally failed and the exasperated Russian press has made a fresh great outcry against German brutality.
