Judge Barren, speaking at a meeting of the Empire Club, Toronto, urged Canada to adopt a naval scheme similar to that of Australia. He described Canada as spending too ranch on her land forces so as not to have a cent, for naval defence. This was like patting a one armed or one legged man injjthe prize ring.
