The Premiers’ Conference resolved that the Commonwealth should receive three-fifths of the Customs and excise revenue instead of threefourths provided the amount returned to the States during any one year was not less than 6% millions. It also recommended a special payment to Westralia, commencing at £250,000 and decreasing annually by £IO,OOO. The balance of the amount returned to the States after the special payment to Westralia should be distributed on a per capita basis. It was also resolved that if the States Governments were agreeable immediate steps should be taken to amend the constitution and give effect to these proposals to enable the Federation to get an increased revenue as early as possible. The Conference also resolved that it would be advisable for the States to have Old Age Pensions Acts repealed on a Federal Act coming into operation.
