STARCHED SHIRTS.
NeWiTork, December 28. ' Mr Sanders of the lowa State , Penitentiary, hast proposed to the ~ Department of-Prisons of the State that the ininates of penal institutions should he-provided with tailor- ■ v madevßnits, "starched white shirts, polished shoes, first-class home cooking, plenty of. time'fant of doors; and employment. In making his recommendations, - Mr Sanders says“lt is a mistake to snppose that a man sent to prison is disposed of for over. We ought to see to it that the very best conditions for the development ,of the complete man are brought to bear in ' the prisons. “As 76 per cent, of prisoners have never had refining influences brought into their lives, and have subordinated their-.sense to over-indulgence in passion, it is obvious that they : should he guided into new ways.”
