NEW CUBAN LEGISLATURE.

The New York Herald states that a Bill has been introduced in the Cuban House of Representatives prohibiting foreigners from owning property on the island and providing that transactions in progress must be suspended. Americans have thirty million sterling invested, ana there is much British capital invented in Cuban railways.
